Job Description and ResponsibilitiesTactica Solutions, LLC is
seeking an experienced and qualified Senior Environmental Scientist
for a Systems Engineering & Technical Assistance (SETA) contract
supporting the U.S. Army Space and Missile Defense Command
(USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG)
for facilities engineering & sustainment and environmental planning
& compliance on Redstone Arsenal, Alabama.Duties and
Responsibilities
- Serve as Senior Environmental Scientist functioning as a
technical advisor and subject matter expert on marine biological
sciences and interdisciplinary environmental planning efforts
(environmental documentation and compliance) for USASMDC
Environmental Division, Ballistic Missile Defense programs and
subordinate elements.
- Coordinate regulatory requirements for the United States Army
Kwajalein Atoll (USAKA) Environmental Standards (UES) & assist with
preparation and/or applicable environmental
documentation/compliance/analyses and agency consultation
requirements of projects.
- Preparation and review of National Environmental Policy Act
(NEPA) and Endangered Species Act (ESA) documentation to include
Records of Environmental Consideration, Biological Assessments, and
associated reports/analyses.
- Work effectively and collaboratively to meet organizational
goals and objectives and maintain consistent support with DCSENG
SETA staff and Environmental Division Chief.
- Manage, coordinate and execute assigned DCSENG environmental
programs and projects through application of professional knowledge
and skill in environmental compliance & engineering practices,
processes and techniques.
- Collaborate with internal and external stakeholders to ensure
compliance with environmental regulations and promote sustainable
practices.
- Develop presentation materials and status briefings to
effectively communicate project status to DCSENG leadership and
staff.
- Collaborate with managers, other engineers/architects, legal
staff, contract specialists and/or contractor personnel, and
provide advice and insight on the resolution of unique and/or
complex environmental problems.
- Provide expert in-house assessments of project impacts, best
management practices, typical and creative mitigation measures and
required studies and costs necessary to conduct
consultation/coordination/permitting requirements, studies, and
timelines for final project implementation.
- Maintain awareness of changing environmental regulations (AR
200-1, NEPA, ESA, etc.) and communicate new and/or revised
requirements to DCSENG Environmental staff.
- Tasks include: prepare new/revised scope requirements; prepare
Independent Government Estimates; and conduct technical evaluations
of contractor proposals.
- Provide and assist with development of internal budget and
project schedules, plans, reports, briefs, growth opportunities,
new technologies, etc.
- Advise USASMDC with technical authority on acceptable
environmental lines of action and solutions to USASMDC
environmental projects, documents, new technical developments, or
design problems which impact plans, programs, resources, and
schedules.
- Other duties, as assigned.Compensation Minimum:
$150,000Compensation Maximum: $170,000RequirementsKnowledge,
Skills, and Abilities
- Bachelor's degree in Environmental Science, Biological
Sciences, Environmental Engineering, or other related scientific
discipline.
- Minimum of ten (10) years of relevant Project Management
experience supporting customer(s), preferably within the U.S.
Department of Defense (DOD) community.
- Solutions-driven individual with strong leadership skills and
practical working knowledge of federal environmental regulations
and programs; DOD environmental experience is required
- Experience with collaborating and managing cross-discipline
teams
- Experience in supporting consultation with federal, state, and
local regulatory agencies
- Specialized experience in managing the implementation of
environmental compliance requirements and mitigations is highly
desired
- Experience managing subcontractors and providing timely and
accurate contract deliverables (e.g.
monthly status reports, trip reports, slide presentations, project
updates, integrated master schedules, etc.).
- Proficient working in a demanding and flexible environment and
demonstrated ability to effectively organize, prioritize, delegate,
and multi-task.
- Excellent written, oral, and interpersonal communication
skills.
- Must be highly proficient using MS Office software applications
(Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook) with
the capability to coordinate with and brief high-level military,
United States Government (USG), subcontractor, vendor and supplier
personnel.
- Capable of planning, participating and leading conference
calls, technical interchange meetings, impromptu updates, and
prepare comprehensive meeting minutes.
- Ability and willingness to occasionally travel (domestic and
international) in support of customer requirements.
- May be required to obtain and maintain a USG-issued security
clearance at the appropriate level for the duration of the contract
Period of Performance.
U.S.
citizenship is required to be eligible for a security
clearance.
- Expert knowledge of:
- Biological, physical and natural sciences; scientific,
technical and DoD environmental management knowledge and
skills.Salary range: ($150,000 - $170,000)
