Job Description:
Description. Chimera Enterprises International is seeking an
Acquisition Analyst to support the Joint Program Executive Office
for Chemical, Biological, Radiological and Nuclear Defense
(JPEO-CBRND) Headquarters (HQ). The JPEO-CBRND manages our nation's
investments in chemical, biological, radiological, and nuclear
defense equipment, and medical countermeasures. This position
requires a TS/SCI clearance.Job Duties:
- Assist with the management of actions within Document Staffing
and Tasker Management System (DSTM).
- Serve as the lead coordinator for all external and internal
tasker.
- Work at a senior level to stimulate organizational efficiency
and synergy across Assistant Joint Project Executive Office for
Strategic Engagements (AJPEO/SE), throughout the JPEO CBRND and
beyond to the Chemical and Biological Defense Program (CBDP).
- Assist in identifying, assessing, developing, and mitigating
project and initiative risk.
- Assist in the planning, development/refinement, initiation, and
execution of new cross-organizational requirements, projects,
procedures, and guidelines.
- Assist in development, design, and implementation of annual and
long-range plans that support strategic goals, priorities,
initiatives, and taskings.
- Assist in determining appropriate assignments; setting
priorities, monitoring progress, and reporting on progress to meet
established milestones and deadlines.
- Assist the AJPEO/SE CoS in developing and implementing a
variety of activities including, but not limited to, the following:
- Development of top-level and program information
briefings.
- White papers.
- Displays for visiting dignitaries.
- Attend meetings and conferences.
- Policy development (e.g., standard operating procedures (SOPs),
protocols, processes, etc.).
- Implementing the Management Control Process and Information
Management System.
- International project support activities.
- Coordinating program activities and tasker responses across the
organization.
- Apply relevant skills to review, analyze, and evaluate project
and initiative and task status and progress, and performance and
make recommendations for tailoring approaches which best fit
deliverable expectations and conditions.
- Lead integrated product team (IPTs), calendar reviews,
operational synchs and/or participate and provide input to
JPEO-hosted events on behalf of the AJPEO/SE.
- Effectively communicate orally and in writing to a variety of
audiences.
- Possess an ability to write, review, edit and modify and
prepare for staffing high-level action papers, reports, briefings,
and senior leader communications.
- Maintain a list of required Memorandum of Agreement (MOA) and
Memorandum of Understanding (MOU) for supported Engagement Officers
and inter-organizational relationships supported by AJPEO/SE.
- Collect, migrate, archive, and maintain electronic program
files in appropriate SharePoint locations.
- Track and brief leadership on the status of projects, action
items, deliverables, meeting minutes, program milestones, and
monthly reports to include strategic impacts.
- Obtain and maintain all information regarding the projects and
events they are responsible for managing and provide updates on
issues, upcoming meetings, briefings, and taskers related to
assigned projects, both orally and in written form.
- Coordinate and prepare for both continental United States
(CONUS) and outside the continental United States (OCONUS) internal
and external conferences and meetings:
- Reserve meeting locations.
- Schedule speakers.
- Secure phone and Video Teleconference lines.
- Develop and provide Schedule/Agenda Meeting Minutes and/or
Executive Summary (EXSUM).
- Obtain theater and country clearances for DoD personnel
traveling OCONUS under the terms of the Foreign Clearance Guide DoD
4500.54-g.
- Provide program support to Government project leads for CONUS
and OCONUS missions, to include travel when needed.
- Assist the AJPEO/SE CoS with the development, implementation,
and monitoring of information security policies, instructions,
procedures, and control systems for activities involving
clearance/classification authority and guides.
- Assist with coordinating supply procurement and management,
development of facilities work orders, and transportation of
equipment for events, meetings, conferences.Required Knowledge,
Skills and Abilities
- Possess seven years of experience in project and resource
management, tracking, and familiarity with the Department of
Defense (DoD) acquisition process; to include being conversant with
the acquisition processes and policies outlined in the Department
of Defense Instruction (DoDI) 5000.02, relating to product
development, production, and sustainment.
- Possess an ability to organize and help manage a dynamic,
multi-organizational operational calendar and activities to
integrate, schedule, track and monitor supporting activities,
events, and forums that meet integrative AJPEO/SE goals and
priorities.
- Possess the capability to lead projects or tasks which involve
tracking status and providing leadership updates and exercise
process/project oversight.
- Possess seven years of comprehensive working knowledge of the
Microsoft Office suite of software, with specific experience in
effective use of Outlook, PowerPoint, Excel, and Word.
- Demonstrate familiarity with the JPEO-CBRND organizational
structure and roles and responsibilities therein, to include the
focus and mission of SSE, Strategic Communications (StratCom) and
Foreign Military Sales and International (FMS&I) Teams.
- Demonstrate knowledge and mastery of the JPEO-CBRND Document
Staffing and Task Management System, as well as the Executive-level
staffing procedures between AJPEO/SE and the JPEO Front Office and
beyond to the JPEO-CBRND and CBDP stakeholders.
- Possess seven years of experience in independently managing,
synchronizing, and tracking multiple, complex, and cross-functional
actions in a fast-paced work environment.Education
- Bachelor's degree and/or 10 years of equivalent work
