Job Description:
The Grounds Services Manager is responsible for the overall
efficient operation and delivery of the Grounds maintenance service
contracts for our State, Federal and private customers throughout
Oahu. That includes training, evaluating and managing the Grounds
Services team, while supporting a safe work environment, ensuring
quality standards are met, securing new service contracts, contract
negotiations, program development, resource and financial
management, and ensuring the department is in compliance with
AbilityOne requirements. As a member of the leadership team, the
Grounds Services Manager participates in management meetings,
strategic planning, new initiatives, and budgeting for the
department. The Grounds Services Manager supports the mission,

ESSENTIAL DUTIES & RESPONSIBILITIES:
Program Implementation and Infrastructure
With the Grounds Maintenance Superintendent, the Grounds Services
Manager recruits' personnel, provides guidance, evaluates, and
motivates the Grounds Services team to maintain a high level of
performance.
Submits requests, and recommends for approval all hiring,
promotion, transfer, and disciplinary actions including discharge
if warranted.
Provides training, other than field operations training, and
indirect supervision to Grounds workers and Leads.
Works closely with Director of Grounds, Director of Workforce
Programs, and Human Resources to ensure accommodations are made as
needed or as required by law.
Ensures compliance with safety, sanitation and quality standards,
Federal, State and local regulatory requirements.
Assists in developing policies, standard operating procedures, and
quality control programs to ensure compliance.
Assists Contract Administrator and Director of Grounds Services
with pricing, appropriate benchmark cost and gross margin
objectives are being met.
Monitors the budget and actively adjusts to ensure the department
is meeting benchmarks and forecasts.
Performs quality improvement reviews to identify opportunities for
improved customer service.
Oversees purchasing to ensure items are purchased at the best
possible price and that proper security safeguards are established
for cash, inventory, equipment and vehicles.
Works with Employment Services Manager and Director of Workforce
Programs to achieve proposed outcomes for contracts and grants
related to training and employment opportunities for Paid Work
Experience trainees.
Develops, maintains and submits monthly work schedules to Grounds
Superintendent and SCA Customers.
Performs and documents quality inspections and addresses
discrepancy with Grounds Superintendent.
Other Duties:
Assists with developing the annual budget and ensures projects are
delivered on time, within scope and within budget through regular
monitoring of outcomes and expenditures, on assigned projects.
Reviews financial statements, reports, and statistical data to
ensure accuracy and timely billing, payment, and reimbursement, as
assigned.
Demonstrates cultural competency and the ability to interact
effectively with people of different cultures, socio-economic
backgrounds, and cognitive abilities without bias.
Serves as a role model for the staff, participants and volunteers
and as a member of the leadership team, works to create a healthful
and respectful environment.
Supervises and directs the day-to-day work of leads, assists with
performance evaluations and improvement plans as needed, and
appropriately addresses complaints, documents incidents and
disciplines employees with Grounds Superintendent.
Ensures all safety procedures and practices are followed and
enforced, and that safeguards and proper safety gear are used when
appropriate.
Demonstrates the ability to work with confidential information and
comply with established policies, procedures, and practices.
Demonstrates a willingness to gain and possess thorough knowledge
of Lanakila Pacific's programs and seeks ongoing educational
opportunities related to the position.
Performs other reasonably related business duties as assigned,
including but not limited to program promotion, representing the
organization at events, and participating in fundraising
activities.
Completes training as mandated by organizational policy.

Required
Education: Bachelor's degree from an accredited college or
university in related field OR high school diploma with equivalent
of 10 years of work-related experience.
Experience: Minimum of three (3) years of related work in grounds
maintenance; Minimum of five (5) years of management
experience.
Clearance/Certification: 1) TB clearance, 2) Criminal background
check, 3) Pre-employment drug testing, 4) Child Protective
Services/Adult Protective check, 5) Military Base access (Obtain on
the job).
Valid driver's license and clean driver's abstract.
CPR/First Aid Certification, (Obtain on the job).
Preferred:
Experience: Service Contract Act (SCA) contracts.
Certification: OSHA 30 Hour Safety Class Training Card; State of
Hawaii Commercial Pesticide Applicator License (categories
3-Ornamental and Turf, 5-Aquatic, and 6-Right of Way); Landscape
Industry Certified Technician.
WORKING CONDITIONS/HOURS:
Monday through Friday, normal business hours 7:30 am - 4:30 pm.
Hours and workdays, including weekends and holidays, may vary due
to operational needs and contract requirements. Indoors, office
setting, outdoors, works near moving mechanical parts, in high
places, and in outside weather conditions, may travel to see
employees, other program sites, meeting sites, etc., as
required.
